This is so true!!!!
Many times I have had such conversations (both sides of it- as journalist and as pr specialist). I have heard (and have said) "Sounds interesting. Let me get back to you if it's a go). Sometimes the reporter has to check with editor or has another story assigned that has higher priority.
Bummer, yes, but end of story? No.
I've even had the same media call me back later and say "can you still put me in touch with so and so? I want to do a story that's somewhat related".
Also, as a journalist I always tried to be sensitive to those who called (unless they pushed and badgered), letting them know I wasn't able to make a decision at the time. 
So, yes, please don't give up!!!!!!
